Low Pulley Row To Neck
The Low Pulley Row to Neck is a high-elbow cable row resembling a seated face pull. The rear shoulders, middle back, and traps guide the upper arms outward, while the biceps assist with the pull.

Keeping the elbows near shoulder height changes the movement from a standard low row. The rear shoulders and upper back contribute more as the rope travels toward the neck or face.
The hands do not need to reach the ears if that requires the shoulders to roll forward or the wrists to bend sharply.
Technique overview
Lead with the elbows and separate the rope
Sit upright with the arms extended toward the low pulley. Pull the rope toward the upper chest, neck, or lower face while lifting the elbows outward. Separate the rope ends as they approach the body, pause briefly, and return slowly without rocking the torso.
