Power Partials
Power Partials are described here as standing dumbbell lateral raises taken to approximately shoulder height. Despite the name, the supplied instructions use a substantial range rather than clearly defined partial repetitions.
Training context
Using Power Partials for Shoulder Training
The shoulders lift the dumbbells outward while the torso remains upright. If the exercise is intended to use partial repetitions, the exact range should be defined before the set so it can be repeated consistently.
The little-finger-up cue is not required. A neutral hand position or slight thumb-up angle may be more comfortable for the shoulder.
Technique overview
Raise the dumbbells without swinging
Stand with the dumbbells beside the thighs and a soft bend in the elbows. Raise the arms outward through the planned range while keeping the torso quiet and neck relaxed. Stop near shoulder height or at a comfortable point, then lower slowly.
Treat this as an overview and use a range, pace, and setup you can control.
